Original brief

Backfill the chronicle event ledger from the real git history (per the chronicle-backfill study) so the build waves carry provenance back to their commits. Read-only against chronicle — never mutates it.

Acceptance criteria: Build-wave briefs link to their commits; backfill is idempotent + read-only against chronicle.
